CoCom Lists

In making or researching changes made to multilateral export control lists, it is useful to have a repository of old lists to provide an historical perspective on why the control text is structured as it is. This is such a repository for the lists of the Coordinating Committee for Multilateral Export Controls (CoCom), a multilateral export control arrangement that ran from shortly after the end of World War II until its disbandment in 1994. CoCom never published any lists itself, but they were virtually identical to lists published by the British Government, beginning in 1954 in its Board of Trade Journal. I have therefore scanned each of these lists, which you may access below. The versions you can see are not themselves searchable (something I am trying to work out with the documents’ server, scribd) but if you download the pdf version, you can search inside of them. I note, however, that the Optical Character Recognition (OCR) system I used seems to have done a haphazard job, particularly with the older Lists. If someone would like to perform a more professional job, please contact me.

CoCom was replaced by the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies in 1996. Wassenaar updates its lists at least once a year, and has provided an archive of past lists on its website.
